Laws newcomers actually get caught by

  • Drinking in public (street, park) is formally illegal — enforcement is mild in parks on sunny days, but police can fine you (~NOK 3 000). Open containers around town = risk.
  • Knives: carrying a knife in public without a work/outdoor purpose is illegal (folding multi-tool in a backpack for a hike = fine; knife in a pocket downtown = charge).
  • Alcohol/drug driving limits are near zero — and they apply to e-scooters and boats (0.08%) too.
  • All drugs incl. cannabis are illegal (fines/charges even for small amounts; medical exceptions are extremely narrow).
  • Buying sexual services is illegal (selling isn't).
  • Smoking/vaping: banned indoors everywhere public; tobacco/snus sales 18+.
  • Hitting children is a crime — discipline norms from many countries are prosecutable here, and schools/kindergartens are obliged to report.

Customs & practical legal stuff

  • Crossing the border: alcohol/tobacco quotas are strict (roughly 1L spirits + 1.5L wine + 2L beer duty-free — check the Tolletaten app), and > NOK 25 000 in cash must be declared.
  • Medicines: personal supply with documentation only (see Healthcare guide).
  • Drones must be registered (flydrone.no rules); photographing people has privacy limits.
  • Fishing: sea = free; freshwater = permit; exporting fish is quota-limited (18 kg).
  • ID: you're not required to carry ID daily, but you'll need it for alcohol, parcels and banks constantly — carry something.
  • Free legal help: Jussbuss, JURK, Gatejuristen (student-run, free), and Forbrukerrådet for consumer disputes.
